Incorrect results from reach analysis

Reach analysis was returning empty results for some queries, this incident continued for a period of approximately 16 hours before we were able to identify and correct it. This was caused when a restart of the servers holding the sample information was unable to complete fully due to a change in a key value store they depend upon, this has been fixed and we are now adding an alert for an incomplete restart which was otherwise undetected in our monitoring.
